In line with its continuing commitment to Indigenous Peoples (IP) empowerment and inclusive community development, the Philippine Normal University North Luzon (PNU North Luzon), in partnership with the Local Government Unit (LGU) of San Guillermo, successfully implemented Project RECAD (Revitalization and Empowerment of Communities through Assistance and Development among Indigenous Peoples) for the Agta community in Barangay Rizal, San Guillermo, Isabela, in May 2026.

Project RECAD serves as PNU North Luzon’s flagship extension program for Indigenous Peoples communities, mobilizing various academic and administrative units to deliver responsive, culturally grounded, and community-centered interventions. The initiative is anchored on the University’s LEARN Principles and extension framework, which advance empowerment, education, health, livelihood support, and sustainable community development.
